I personally prefer the waterworks gear over the crafted as it provides more universal resist and slightly more damage in some of the parts. The crafted gear does provide an extra blade and trap for your school however. If you don't feel like farming waterworks then the crafted gear will do you just fine until darkmoor :)

Wintertusk has nearly the exact same damage as ww, but lower in resistance. But you said you struggle with survivability so I'm not quite sure whether you should use wintertusk or not.

The level 70 gear is actually Crowns gear, made available as rare drops too. Crowns gear is usually not the top of the line (and personally I agree with that). Waterworks gear cannot be bought with real money, so the effort in obtaining, is equally rewarded in stats of gear. Darth JT.

I usually just craft the wintertusk gear and do waterworks 1-2 times for the XP and I usually get at least the hat or robe, but I think it's worth it to get the full set or 2/3 with professors boots. I’ve had decent luck with zigzag, and I preferred it on my fire and storm. Boots are either ww/prof hoard pack.
